Robyn Blackadar
President and CEO
Appointed in 2012 as President and CEO, Robyn is responsible for strategic and operational leadership of PolicyWise for Children & Families. Robyn oversees the organization’s generation and mobilization of evidence for child and family well-being through a collaborative, cross-sector approach between government, academia, and the community. Robyn has over 30 years of experience focusing on policy development and analysis, quality improvement, knowledge mobilization, and data system innovation. Robyn is a leader on numerous provincial and national initiatives advocating for evidence-informed system change and the need for a strong, responsive and resilient non-profit sector. Her educational background includes a Bachelor of Arts in Psychology, a Master of Business Administration, and an adjunct appointment in the Department of Pediatrics. Robyn enjoys spending time with family, playing music, and going for long walks on her acreage.
Xinjie Cui
Chief Analytics Officer
Xinjie Cui has over 25 years of experience in supporting policy and practice decisions through data, analytics, and research. She has a deep understanding and knowledge in areas of data sharing and linkage, information privacy and governance, policy making processes, and research using health and non-health administrative data and survey data. As the Inaugural Director, she was instrumental in establishing the Child and Youth Data Lab that linked and analyzed data from multiple provincial ministries on over 20 health, education and social services programs. She worked on projects related to reproductive health, child health, mental health, child care, foster care, poverty, income support, special education, indigenous child health, disability and transition of services, trajectory of service use for youth who are involved in justice system, and effectiveness of public programs and services. As the Chief Analytics Officer currently Xinjie works closely with community organizations, the nonprofit sector, government partners, and academic collaborators to develop data strategies, improve data capacity, and create and implement data integration projects. Xinjie holds a Bachelor’s degree in medicine, a PhD in psychology and a MBA.
Lisa Campbell CPA, CMA
Chief Financial Officer
Lisa is primarily responsible for managing the organization’s finances, including financial planning, management of financial risks, record-keeping, and financial reporting. She has been an accountant for more than 35 years. Since receiving her CMA designation, she started her own company, and has held the title of Chief Financial Officer, Vice President of Finance or Director of Finance for several large organizations.
In her dual role as Director, Human Resources, Lisa provides direction to the management team on strategic staffing plans, compensation, benefits, training and development, budget, and labour relations.
Lisa collaborates with the other members of the senior leadership team and is driven by challenge. She is always seeking ways to help improve her organization’s processes and is continually working on strategic planning for the future.
Lisa and her husband love to travel, sail, and golf.
Naomi Parker
Senior Operating Officer
Naomi is the Senior Operating Officer at PolicyWise. Naomi has over 15 years’ experience working in the field of addiction and mental health. This work has ranged across the continuum from front line practice to prevention, policy and research. More recently Naomi has worked extensively with diverse, multi-sectoral stakeholders to generate evidence for child, family and community well-being. Naomi is committed to mobilizing knowledge in order to promote evidence-informed policy and practice. Naomi oversees a team who apply a structured project management approach to research, evaluation and data analytic projects to ensure quality results are delivered. Naomi has a Bachelor’s degree in Sociology, a Masters of Business Administration and is currently completing her Doctorate of Business Administration. When not working, Naomi and her family can be found out enjoying the mountains.
